ETHEKWINI ACCELERATES HR DIGITAL TRANSFORMATION
EThekwini Municipality is strengthening the foundations of service delivery through the accelerated digitisation of its Human Resources (HR) systems, a strategic shift designed to improve accountability, enhance workforce performance, and support faster, more reliable services for residents.
This progress was highlighted during an oversight visit to employee training sessions by the Governance and Human Resources Portfolio Committee, led by Chairperson Councillor Nkosenhle Madlala, where City leadership assessed readiness and implementation milestones of the new digital HR platform.
The visit underscored the Municipality’s commitment to transforming internal systems to deliver visible, measurable improvements in public service delivery.
The HR digital transformation is built to enhance the employee experience, while improving the speed, accuracy, and efficiency of municipal operations.
By reducing manual processes, eliminating duplication, and strengthening controls, the initiative addresses long-standing inefficiencies, reduces errors, and improves accountability, so services are delivered consistently and transparently.
Speaking at a briefing, Councillor Madlala said the digitisation of HR services would resolve several operational challenges by consolidating previously fragmented processes into a single, reliable, and compliant system.
“In a rapidly changing world of work, digital transformation is no longer optional. It allows us to reduce time spent on manual administrative tasks and redirect our efforts towards citizen centric services,” he said.
The shift to digitised HR will enable better performance tracking and accountability across the Municipality, helping to curb corruption, remove bottlenecks, and ensure every employee delivers against their mandate.
It will streamline recruitment and strengthen integrity in hiring, closing loopholes linked to job scams, “ghost employee” allegations, and mishandled applications.
“This is a modern, user-friendly approach that allows job seekers to apply from anywhere, track progress, and experience a smooth onboarding process,” added Madlala.
The system is also designed to improve compliance with the Municipal Standard Chart of Accounts (mSCOA) by aligning financial and non-financial processes, supporting better reporting and overall organisational performance.
To ensure a smooth transition, the HR team is delivering hands-on training to equip employees with the skills needed to operate confidently in the new environment embedding simplicity, transparency, and service excellence.
E Recruitment goes live in February, with full integrated HR functions expected to be operational by March.
This transformation marks a decisive step towards stronger performance and faster, more transparent, higher quality services for every community in EThekwini.
