Governance and Human Resources Committee Recommendations
 
The eThekwini Municipality’s Governance and Human Resources Committee, chaired by Councillor Musa Mkhize, Deputy Chairperson of the committee held its monthly meeting on 9 May, at the Durban City Hall. The following items were supported and recommended to the Executive Committee for approval (includes but not limited to);
 
COUNCILLOR ACCELERATED LEADERSHIP PROGRAMME
 
The Committee approved the Accelerated Leadership programme for all Municipal Councillors to help empower, support and equip them with leadership skills and practical knowledge of municipal processes. This will enable councillors to render improved service delivery to their communities.
 
The Deputy Chairperson of Governance and Human Resources Committee Councillor Musa Mkhize said that trainings for councillors are crucial to ensure that they understand their functions and expectations from their various communities.
 
Mkhize said: “About 28 Councillors have been trained thus far in municipal finance, isiZulu for non-isiZulu speakers, 16 in sign language and 13 for their amended senior certificate.”
 
WARD OPERATIONAL PLANS
 
The Committee approved the programme to develop Ward Committee Operation Plans. EThekwini Municipality has 110 Ward Committees established in line with Section 12 notice of the Local Government Municipal Structures Act. The main objective of the Ward Committees is to enhance participatory democracy in local government.
 
The Deputy Chairperson of Governance and Human Resources Committee Cllr Musa Mkhize said that the ward operational plans will assist ward committee members to clearly define activities to be undertaken over the financial year and resources required to achieve the set objectives.
 
“This is an initiative to provide a platform for ward committees to take part in the planning and implementation of projects as well as monitoring of service delivery at ward level,” said Councillor Mkhize.
 
Approved ward based projects will form part of the ward committee operational plan. Ward operational plans will be in effective from the beginning of the new financial year in July 2018.
