Community Services Committee Recommendations
The Municipality’s Portfolio Committee on Community Services chaired by Councillor Zama Sokhabase held its last sitting for the year, yesterday, 28/11/2016 at the Moses Mabhida Stadium. The Committee’s recommendations were as follows:
Moses Mabhida Stadium
The Committee recommended that Moses Mabhida Stadium (MMS) operate as a Municipal business unit that will be established under the Municipal Structures Act, Section 76(a) however it be ring-fenced to achieve operational efficiency through specific delegation and authorities.
The advantages of this model is that there will be no need to develop any new or separate policies. The existing Council policies will be adopted.
The transition will be quick and relatively smooth. Councillor Sokhabase said that early in the year, Council and the Executive Committee (EXCO) was presented with a report on possible institutional models for the future location of the stadium.
“At the time there was a proposal to integrate Moses Mabhida Stadium under the Inkosi Albert Luthuli International Convention Centre. The matter was then referred back to the Committee by EXCO for further deliberations. Having considered all the business models, the Committee has resolved that the stadium operates as a municipal business unit that will also take over all the 2010 legacy stadia such as King Zwelithini, Sugar Ray Xulu and Princess Magogo,” Sokhabase explained.
The 8th and 9th South African AIDS Conference and the South African TB Conference
Members of the Committee unanimously resolved and recommended that the Municipality supports three planned events by sponsoring venue fees for the 8th South African Conference in 2017, the 5th African TB Conference in 2018 and the 9th South African AIDS Conference in 2019 to be held the Inkosi Albert Luthuli International Convention Centre.
All three events are expected to attract an estimated 5000 people over a six day period. Sokhabase said that the Municipality, through Dira Singwe in partnership with the Foundation for Professional Development has been hosting AIDS conferences in Durban since 2000.
“It was during this period that the City organised the very successful tenth International AIDS Conference. To-date all the national AIDS and TB conferences have been held in Durban, largely due to the substantial support received from the Municipality. It is in that notion and spirit that we want the City of Durban to continue to contribute in the fight against HIV/AIDS,” said Sokhabase.
Amantshontsho KaMaskandi Awards
As part of the City’s strategic focus to develop the performing arts industry and ensure that all communities experience and embrace Durban’s diverse cultures, the Committee has recommended that the Municipality supports the Amantshontsho kaMaskandi Awards to be held at in Inkosi Albert Luthuli Convention Centre on 1 April 2017.
Sokhabase said it was pivotal for the Municipality to support and be part of Amantshontsho KaMasikandi Awards programme.
“By supporting this event we want to ensure that arts organisations and Maskandi artists continue to be innovative,” she said.
Municipal Library at Galleria Mall
The Committee recommended that the Municipality, in partnership with Resilient Property Income Fund, Fortress Property Income and Lodestone Properties establish a cost effective library in one of Durban’s busiest shopping malls, Galleria. The library will provide unique and innovative services to the public as it will operate in conjunction with an already established computer lab situated next to the proposed library space.
“The Municipality has a mandate to establish public libraries thus ensuring that its residents can access educational material and books. The good thing about this project is that no set up cost will be incurred by the Municipality, as these costs will be incurred by the mall. The group will also supply uncapped wi-fi, internet access and information and communications technology infrastructure,” Sokhabase added.
