City Assessing Context of Howell Road Project Evictions
The Social Housing Programme is aimed at providing subsidised rental accommodation targeted at low to medium income households. It is delivered and administered by a private accredited Social Housing Institutions on an autonomous basis in terms of the Social Housing Policy as regulated by the Social Housing Act. The Municipality is therefore not responsible for the Howell Road Project as it has been delivered by First
Metro Housing Company who is an accredited Social Housing Institution (SHI).
Consequently, the Municipality provides advice and support to the SHI and cannot interfere in the administration processes of such an institution. Therefore, any action taken by the SHI for non-payment of rentals in compliance with legislated process cannot be prevented by the Municipality.
Notwithstanding that, the Municipality jointly with the Provincial Department of Human Settlements has profiled the initial list of 31 tenants that were on the original eviction order in order to assess their ability to pay rent and their eligibility for subsidy programmes. We are currently assessing the mechanism for responding to indigent tenants.
This matter has also received attention from the national Department of Human Settlements, who are also involved in assessing the context of these evictions.
